South Dakota has never levied a broad individual income tax, and it also forgoes corporate income tax. That dual absence is part of why the state attracted a concentration of credit card and trust businesses from the 1980s onward — a policy decision with a long and visible economic tail.

Why the banks came, and why it matters

South Dakota's tax position is not an accident of geography. In 1980 the state eliminated its usury cap on interest rates, and Citibank promptly relocated its credit card operation to Sioux Falls. Other card issuers followed, and financial services became a pillar of the state economy.

That history explains the durability of the no-income-tax status. A state whose largest private employers chose it specifically for its regulatory and tax posture has an unusually strong institutional reason not to change course. Unlike Wyoming, whose finances swing with commodity prices, South Dakota's base is comparatively stable.

For a wage earner the practical upshot is that Sioux Falls has a concentration of financial-sector jobs disproportionate to the state's population, at salaries that go considerably further than the same figure would in Charlotte or Wilmington.
