Real progressivity, unlike its neighbours

New Mexico's six rates run 1.5%, 3.2%, 4.3%, 4.7%, 4.9% and 5.9%, with the bands spread across a genuinely wide income range — the 4.9% rate covers taxable income from $66,500 to $210,000 for a single filer, and the top rate only begins above that.

This is unusual regionally. Arizona is flat at 2.5%, Colorado flat at 4.4%, Utah flat at 4.5%, and Texas takes nothing. New Mexico is the only state in the immediate area with a meaningfully graduated structure, which makes it comparatively favourable at lower incomes and comparatively expensive at higher ones.

It also conforms to the federal standard deduction — $16,100 single, $32,200 joint — so a substantial amount comes off before any rate applies.

Gross receipts tax instead of sales tax

New Mexico does not levy a conventional sales tax. It levies a gross receipts tax on businesses for the privilege of doing business in the state, which is almost always passed through to the customer and functions like a sales tax from the buyer's side.

The important difference is scope. Gross receipts tax applies to services as well as goods — legal fees, accounting, contractor labour, haircuts — where most state sales taxes exempt services entirely. It can also pyramid, applying at multiple stages of a transaction chain.

For a household this means the effective consumption tax burden is broader than the rate alone implies. For anyone self-employed or contracting in New Mexico, gross receipts tax is a compliance obligation in its own right, separate from income tax.

Dependents and Social Security

In place of the suspended personal exemption, New Mexico offers a $4,000 deduction for all but one of a taxpayer's dependents. The exclusion of the first dependent is an oddity of the drafting rather than an error in reading it.

New Mexico taxed Social Security benefits until a 2022 reform exempted them for taxpayers below income thresholds. Above those thresholds benefits remain taxable, which keeps New Mexico in the small group of states that taxes Social Security at all.

No New Mexico municipality levies an income tax, though gross receipts tax rates vary by locality and push combined rates well above the state figure in some areas.
